They ditched Nevo/CIR (not business oriented enough) but included Jawbreaker?
Sure, all WM2003 devices include jawbreaker (afaik) so it could be considered "an essential part of the OS'' kinda like IE but HP Keeping it and ditching Nevo in the corporate-class device is just dumb imo.

Here Here. I whole heartedly agree. I can't understand the logic behind that move.

Remember... they did add an extra 64MB of RAM.
This may be a hardware trade off issue (tho I'm not certain). I have no idea how they structured the physical hardware inside the case. They may have had to forget the CIR hardware to support the extra/ bigger RAM chips.
Honestly, I'm guessing; but I agree that removing CIR from this device is a disappointment.

Could they drop Jawbreaker? Or was it something that was included on the OS regardless? The marginal cost of adding (or keeping) Jawbreaker is minimal, certainly Jawbreaker did not subsitute for Nevo/Consumer IR. Putting in Consumer IR in would greatly increase MSRP or either diminish margins, neither of which would be a good business.

Is there a way to get CIR with the 5555?

There's a long thread on CIR and the 5555 over on Brighthand in iPAQ 5xxx forum. Someone has even unsoldered the CIR from a 5455 and resoldered it to a 5555. No go. Appears there might be a missing IC or need a voltage change.
