simple question I know, but I tried renaming them with different file explorer programs to no avail since the files are in ROM. Is there a tweak program out there that will disable them?

Go to Start, Settings, Sounds & Notifications, and uncheck the "Events" checkbox. Note that this will also turn off the sound that plays whenever a error or question dialog pops up, as well as the sound that plays on startup following a soft reset.

There are two ways that I can think of.

Uncheck the Events box in the Sounds & Notifications settings applet. If you don't want the screen tap sound, either, uncheck the Screen taps box. This may disable more sounds than you want, though.

Create a silent WAV file with the same name as the menu beep and place it in the \Windows folder. That should disable the menu beep, but may disable other event sounds, too.

Do either of those work for you?
