Almost. If you focus your eyes on one spot in the illusion, the movement stops. It's only when your eyes are bouncing around the diagram that the circles appear to be rotating.

BTW - Where is the link to the GIF?

hmmm Janak posted about this same jpg yesterday under the off topic title "Visual Tricks". Funny, the two of you seem to have found the same graphic on different sites. :scatter:
