Theme Makers, Making A Theme?

I have made two themes now. Both have dark backgrounds. This is a problem because when you open the start menu, non of the writing is visible. Is there a program that can change the color of the start menu writing?

Only for Windows Mobile 2003. For PocketPC 2000 and 2002, the start menu text can only be black no matter what theme tool you use. AFAIK there isn't a theme making program for 2003 yet.

Ditto. MS works fine for my basic needs for theme creation and editing.
