Application Install Wizard can't create CAB file

I've just got my first PDA, a ViewSonic V37 courtesy of MSFT. I've loaded Visual Tools 3 for development purposes. I'm using eVB as VB6 is the environment I'm most familiar with. I can develop and run my program under the IDE either to the device or to the emulator. However when I run the Application Install Wizard, It always fails saying it can't create the CAB file. As it is saying that a DOS window has briefly opened with some error messages, bur they fly past to quickly and DOS window closes before I have time to read them.

Any ideas anyone?
