Can i run epoc programs like the ones at tucows.com on my nokia 3650?

My guess is... almost definitely not. Nokia 3650 runs on top of Symbian, which is a major evolution of the EPOC OSes used in Psion units.

But you should be asking on a Symbian site. We're not Symbian experts here. :)
