So where the heck do you order this thing if you're outside of the free upgrade period? The link to purchase it on the page that you linked to sends you to a generic product page with no mention of the upgrade.

The annoying thing for non-US residents is that it states: "If you are not a resident of the US, please check your region's HP web site for pricing and order process information" without giving any links! Trying to find any reference to the upgrade on the UK site is impossible - especially as many of the links direct one back to the US site.

The best part, from my perspective, is that the 3800s will get an upgrade. It won't be free, but it's not orphaned, either.

I called the small business HP folks. Emma told me, "The upgrade for those who qualify for the free upgrade is available from Microsoft. If you don't qualify for the free upgrade, our software won't be ready for another two weeks, although it was supposed to be available yesterday. Sorry."
