You didn't specify if it should run on a PC or PPC, for PC you could just use the Sound Recorder delivered with Windows.

:i got it: Simply start the Windows Sound Recorder, load the file, choose properties from the file menu and change from 44 to 11 khz. Then save the file. It will now be in 11Khz format.

I was actually referring to the PPC platform. I was looking for options to shrink the size of my ringtones. When I read your post, I was like ..... duh ... why dont I just transfer the wavs back to my workstation and use sound recorder to convert them ? Cant believe I missed that option :oops:

If you needed to convert on the Pocket PC, you might try Syntrax (http://www.klaar.com/products.htm). It does have downsampling in one of the screenshots. Would that help?
