I've looked around and haven't found anything in depth, all the reviews i've found have been pretty vague...
is there any translation software that has an english to spanish and spanish to english dictionary and a list of phrases?

Though it might be expensive, Collins English-Spanish (http://www.tomtom.com/products/platform/products.php?ID=29&Language=1) looks like what you need.

I don't know if they have phrases, but Microsoft has various free dictionaries in Reader format (http://microsoft.com/reader/downloads/dictionaries.asp), including English/Spanish and Spanish/English.

For phrases, a :google: search on "Pocket PC" phrase translation found the Aim High Translate (http://translationsoftware.aimhi.com/translatePartner.html) product. You should also check out Pocket PC Magazine's Language & Culture database (http://www.pocketpcmag.com/enc/subcat.asp?ub=Software&ca=Travel&su=Language+and+Culture&cat=78).
