Keeping in mind I have no idea if this is a very good or very bad question, but are the Pocket PC OS's upgradeable on IPAQ's by HP? Or will I have to buy a new PDA/IPAQ to get 2003?

In theory, one should be able to upgrade an iPaq to Pocket PC 2003. The hardware should be able to support it. However, it's up to HP to release the upgrade. If they don't want to, then you can't upgrade. If they're going to charge money, you have to pay money. From what I understand, most of the upgrade process is left up to the OEM.

Thats true. It is definately up to the OEMs to release their own hardware specific upgrade to PPC 200x.
