Restricting ActiveSync Settings

Is there a way to restrict ActiveSync configuration
settings to an authorized user?

For instance, if you have an application shared by a
large PDA community, and it requires ActiveSync to be
configured on their desktop in an exact way, is there any
mechanism to disallow their changing their own ActiveSync
settings?
