Why do you assume you can change the location Temp folder? You can change where various items are stored, but I've never heard of changing the Temp folder itself.
It would probably be better if you told us what you were trying to accomplish.

I want to point the PocketPC\Temp to Storage Card\Temp
as the PocketpC\C(so called c drive) is not enough space.

I know what you said you wanted to do, but knowing why is what I'm asking about. What is getting stored in your Temp folder that you want stored elsewhere?
As I said, I haven't heard of any way to move the Temp folder, and I looked through the registry yesterday to see if there was a way. If you have a lot of files there, use ActiveSync's Explore to delete them. Unless you're storing things there yourself (which you shouldn't be), most of the files in the Temp folder can simply be deleted.
Another way to make space on your device is to keep the Pocket Internet Explorer cache clear. If you do a lot of browsing, that can take up a lot of space on your device (unless you've hacked the registry to store those on your memory card, too).

If you have a lot of files there, use ActiveSync's Explore to delete them. Unless you're storing things there yourself (which you shouldn't be), most of the files in the Temp folder can simply be deleted. or do a search on 'clear AND temp' to find threads that will explain how you can empty your temp folder automatically.

There's a registry hack that lets you move your Temporary Internet Files to your storage card: http://www.phm.lu/PocketPC/RegTweaks/Tweak.asp?ref=7 but I haven't found a reg tweak that will let you move your Temp files. But there are numerous utilities that can automatically do this for you. ClearTemp on this page: http://www.scottandmichelle.net/scott/cestuff.html automates the process of deleting all temp files on startup.
