Are there any programs for the PPC that can play MOD, MIDI, xm, s3m, ect... I have a lot of neat songs in these formats, and just wanted to know.
If here isn't, is there a good app out there that can change the format of theses to mp3? Thanks.

You can use CyberMod(http://www.siliconmachines.com/cybermod/) or ModPlugPC(http://taurus.croco.net/modplugpc/) to play mods.
To play MIDIs you can use PocketMIDI(http://ppcf.mklabs.com/index.php?soft=432) which uses a WaveTable based approach(ie good sound, reqires lots of space) or miMIDI(http://www.lares.dti.ne.jp/~k-akixx/mimidi/) which has poorer sound-quality but requires a lot less space on your device.

do these apps work with xscale devises?

Most likely, if it works with a StrongARM device, it'll work with an XScale device.
