Not one of those silly street map things but an actual mapping tool. i.e. I want to be able to plugin a GPS to my PocketPC, and be able to survey property by walking to the corners and entering points and being able to see a map, or sync the data points with a mapping tool on the desktop.

You will not see that kind of accuracy from a typical consumer gps. Be prepared to spend considerable for survey quality mapping software and gps.
You might want to start here
http://www.esri.com/
http://www.trimble.com/

If you can live with 3 meters accuracy or so and want to do this on the cheap then:
Go to you local government office and get a survey map of your area.
Down load OziExplorer and scan and calibrate the map.
Go to the corners of your lot and record the waypoints
Download them to your scanned map.

No good for a city lot but if you want to find the edges of a farm etc. it might be what you need.
