WeatherToday Uninstall Problem

I'm having a problem trying to uninstall weather today. Whenever I go to remove programs I get an error message that says that uninstall was unsuccessful because a dll file was in use or set in read only mode. Now I've check and it's not read only anymore. But it still won't uninstall. Even after a reset. Is there perhaps a registery key that I can delete to prevent it from loading up so I can uninstall it?

Rename the dll and do a soft reset.
Now you can uninstall the program and delete the renamed dll.
If you don't see the dll in file explorer tap and hold on a free space in explorer and chose "view all files"

Another way to do it is to go to the options page for weatherToday, select the uninstall/upgrade tab and then tap the uninstall button.
