I would like to find a program for PPC 2002 that would allow it to sync with news somewhere. So that when I tell it to or every so many hours it will automaticaly go onto the internet with my main computer (Which it is connected to) and then download the news so that I can read it offline on the PPC.

You can do that with Avantgo.
Just get a free acount and set youre channels, if the newsoutlets that you want are not in there you can make custom channels.

Although it is not free Journal Bar does this as well, and puts the head lines on the today screen in a scrolling format. It's only $10 and free try try for a time.

Of if you have a specific website (preferrably a mobile version like: http://wireless.cnn.com/avantgo/cnn/index.html ) you can use the "mobile favorites" option which ActiveSync installs into your desktop Internet Explorer.... There is an excellent guide on how to set it up on http://www.pocketpc.com in the CLub Pocket PC section.

Mine syncs on shedule every morning at 7am... along with a weather page, and several others.
