The following was posted by Ercan Turkarslan [MS] to microsoft.public.dotnet.framework.compactframwork newsgroup and has some information previously not officially announced by Microsoft.

WCE400 stands for Windows CE 4.2 (Pocket PC 2003).

Windows CE 3.0 (Pocket PC 2000/2002) does not have an XScale specific
implementation. That's XScale specific features are not available with
Pocket PC 2000/2002.
Windows CE 4.2 (Pocket PC 2003) supports XScale architecture.

NET CF already has a XScale implementation which is available with Pocket
PC 2003.

In summary

Windows CE will also be dropping the confusing .NET naming in future versions
The next version of Pocket PC will be named Pocket PC 2003
Pocket PC 2003 will feature XScale (ARM 4T) optimisations
The .NET Compact Framework for Pocket PC 2003 will also be available in an XScale optimised version.

Good news for users of Pocket PC 2003 devices whenever they show up but maybe there will be upgrade options for Pocket PC 2002 devices...
