Anyone know if there is a Ti83/83+ graphic calculator emulator for the pocket PC out there? or is anyone can make one? 8)

no but TI89 is on the making. go to pocketmatrix.com forum
the other option would be HP48G emu, and saltire calc.

Does it have to be a TI-83? (I'm not sure what that has, actually.)
If you just want an excellent free calculator, try Calc98 (http://www.calculator.org).

NO, any TI graphic calculator would do, or any graphic calculator in general is good.

Check out RealCalculator (http://www.frankstengel.de). It used to be completely free, but now there appear to be freeware and shareware versions. The newest freeware version doesn't support some of the functions the older freeware version did (which I have).
The shareware version supports graphing, but I'm not sure if the freeware version does.
