Im wondering how small someone can make a .wmv movie file. The movie would be about 2 hours long in 320x240 resolution with decent quality and sound. If anyone out there has done this, could you respond with the file size.

320 x 240 resolution is officially supported with the 9 Series Encoder, but no Pocket PC can play that file because the 9 Series player for the Pocket PC isn't out yet. :cry:
In terms of pure file size, it varies depending on the movie, but I took a Conan the Barbarian movie that was 400 MB in MPEG1 and turned it into a 250 MB 9 Series WMV (if memory serves - I don't have the files in front of me now).
You may want to look at encoding to DivX since there is a Pocket PC DivX player.

Any idea when wmp 9 for Pocket PC will be released? Is this 9 series wmp going to be released embedded into CE.net or as another EUU update?

Just re-encode it with DivX using FlaskMPEG, and you can skimp on the resolution quite a bit, I wouldn't make the movies over 240X180, just play it full-screen, you wouldn't notice a difference, and the file size would be quite a bit less.

In the msdn articles, it states that WMV v7 is the one best suited for StrongARM devices... I guess this goes for X-scale too.
But if you encode WMV v8 and WMA v9 in VBR, you get playable video on your PPC.

45 minute video I've compressed into about 70 MB, probably around 200MB like Jason said.
