:?: The Microsoft site states that PPC IE supports style sheets but I can not get them to work on a site I am developing for PPC.

Don't want to go and hard code font tags, etc.

The Flash section works but wish to use CSS style sheets to format the text on the site.

What are you doing with the style sheets? Of course some aspects of it work, but even HTTP isn't FULLY supported by PIE, but most aspects are.

just using font tags for span,

.text {font-family: arial; size=10px; }

nothing too complicated I thought.

Theres no CSS in Pocket Internet Explorer for the Pocket PC. What is confusing is the browser for Handheld PC is also called Pocket Internet Explorer but supports more features. You have to resort to font tags and such for formatting.
