According to Scott Moore from MS this is true. I found the following post in MS newsgroups.
Pocket PC is Arm V.4 compliant. That being said we've done a lot to
accomodate the x-scale. In fact, I can say with great confidence that we've done all we can to make ARM processors in general, and X-scale specifically run pocket pc software as fast as possible. A lot of effort was, and is still being put into optimizing the code for processors we support. EUU2 and EUU3 both have optimizations for x-scale.
