GPRS connection in Europe

Hello
I am traveling to Europe often and staying at different countries (Netherlands,Italy,UK etc).
Is there a way to connect to GPRS without using Roaming as it is very expensive.
In Italy I used Prepaid SIM card from TIM and activate it to use with GPRS.
Is there a way to establish GPRS connection in other countries?
If the answer is yes which companies support it in each country?

Here in the UK I don't think that there are any pay-as-you-go SIMs that support GPRS, you need to be on a monthly contract tarrif.
