Is 4.1 the newest?? Are there any screenshots availible?? I'm still trying to get some ideas on what PDA I want... Also, would it be possible to upgrade from Win CE 3.0??

Yes, you can upgrade from 3.0 IF the ROM memory is Flash. For your other questions, I havent heard of 4.1 yet, so im not sure if ther are pictures.
