Simplifing the interface...

I am about to start developing in the Pocket PC OS. I want to use several PDAs as a live survey/interactive communicators with a large audience using wireless connections, and capture their input data instantly. I'm thinking of using IE since I can probably make mini web pages for it, but I want to know how to change the shell so that IE is the only accessable program on the PDA. If there is a package out there that already does this, I would be interested in looking at it.
