What I understood when Pocket PC 2002 was released was the the Operating system was stored on a programmable rom chip. And that further expansion of the operating system would not neccesarily make the device obsolete. Does anyone know where one of the original 'white' papers on this is? What might we see if/when Pocket PC 2003 comes out?

All Pocket PC 2002 devices had Flash ROM chips, and we can only hope that Pocket PC 200x will fit on it. :-)

Make future upgrades in a Flash.
Every Pocket PC 2002 has built in Flash memory so you can upgrade your device with the latest enhancements, features, or applications as new versions become available.
Since updates to Flash memory don’t interfere with file storage, you can keep your Pocket PC longer. Plus, the updated operating system remains on your device, even after you’ve reset it
