Can I download sent Items and Drafts Item in outlook other than Inbox ?
May you guy teach me how?

Unfortunately, no, this isn't possible - Microsoft designed it to sync almost every folder EXCEPT those ones. The MVPs have complained about it quite a bit, but I don't know if they'll fix it for next time.
