You probably should look at MS's site on developing first:
http://www.microsoft.com/mobile/developer/default.asp

Download the SDK's and tool kits to start developing...and you will probably need some knowledge of VB or C++.

hi,
answering to your question about programming - I'm not a proffesional developer, but I was and I'm curently using cool piece of software - it's called Mobile@Connector - I'm making apps connecting to my data base (personal and the one from my two shops) - it's easy, cheap (only about 100$ as far as I remeber).
Suprisingly - this soft is made in Poland :D - see www.logotecengineering.com/mobile
