HELP...Elements will not let me use the tools

I am using Photoshop Elements 5.0 in Full Edit mode. I select a tool from the tool bar and the cursor remains as the hand, and the tool does not work.

I have tried to duplicate layers and work on another layer, I have tried various file formats also with no luck.

Anyone have any ideas?

Is it with all files? Or just some files? What about if you create a new file to work on?

I can't explain what I did but it has started working. I was working with it maximized on one monitor, I windowed the application and moved it back to the main monitor, and the tools started to work. I had tried a few different photos, and also exited and started the application a few times. I am now going to install version 6, as it arrived today :)

Good to hear you got it working again! Adobe products are a bit strange at times. ;-)
