I recently started a project to build an inexpensive HTPC, and chose AMD's Athlon x2 3800+, which can be had with motherboard for under $100. Incredible value, and the performance is outstanding in that application. Something the article doesn't mention: AMD's processors run cooler and consume less power than their Intel rivals. That means fewer fans, a smaller power supply, and quieter operation. All good things when building a computer for the living room.
