I'm surprised that there aren't any Windows drivers for the HD-3000 tuner from pcHDTV (http://www.pchdtv.com/)?
Is there no desire for the SageTVs and Snapstreams of the world? How about Microsoft Media Center?

That makes me think it's Linux-specific, or at the very least the company who manufactures the card has no desire to release it to the Windows market. It looks cool though, it would be great to have it on Windows. I wonder though, is the HD signal coming down the pipe from my cable company (Shaw) encrypted in any way? i.e.: do I need one of their HD tuners to get it, or would something like this work?

I first heard about this tuner from the EFF website. They apparently have been hosting Build-ins in protest of the Broadcast flag. They've only been using MythTV.
It is curious as to why the manufacturer would limit themselves to a niche like linux pvrs.
I suppose all of the "build your own" solutions are for hobbyists. But the linux solutions have to be an even smaller group.
