In some ways Microsoft has provided some functionality like this. While I would like the ability to encrypt things to be included in WinMo, there are some neat security tools available.

If you have WinMo 5 with the safety and security pack + Exchange 2003 SP1 or Exchange 2007 there are some good options. A WinMo phone tied to an Exchange account allows you to log into your Outlook Web Access account and there is a self service console for locking your phone (It can display a message about how to return the device) or remotely performing a hard reset and wiping all user data. I believe that the self service console is only available in Exchang 2007. In Exchange 2003 SP1 the administrator has to do it.

Now, if there was only a way to remotely short the battery through the phone. Not very useful, but a fun way to annoy would be thieves.

The remote wiping feature is nice, and I have come close to using it once, but then what happens when you recover the device and everything is wiped? Not everyone makes backups of important information and while it is nice to wipe a device on the fly, it would be better to encrypt data as well so your absent minded fellows don't lose anything important ;)
