So, how exactly does one update their smartphone to have the latest version? :?

You can't. ;) It requires the device manufacturer to release the AKU to their customers. While AKUs are released by Microsoft on a reqular basis, but the device manufacturers don't always release them to the customers. You can always check the website of your device manufacturer to see if they have released an update.

Updates are almost never released to the consumer.
