is there a program to make my phone recignize ringtones that i store on my storage card?

It depends - for 2002/03 smartphones, you can use RJ Tone Switcher (http://www.airfagev.com/downloads1.asp?id=115). I only know the TMo SDA, running wm5.1, and with it you can put the tones in the root of the Storage Card.
