Data transfer with Smartphone

Can a Smartphone be used to send a comma delimited (.csv) file to a web-based application? Thanks.

Sure. I don't see why not. Of course it fully depends on how and what you are trying to do. I'm guessing that you're talking about writing an application that would submit a file to a web service, or web server. That way would work. If you're looking for another method, I would need to know how and what you're trying to do. :)
