How exactly does this feature work? Would I be accessing the internet through dial up as it says (as opposed to accessing it through GRPS)?
I am a bit confused as to how this works exactly. Does my phone act as a dial up modem in the process?
Any answers or explanation would be great.
Thanks!

Your phone acts as a modem, but it's not dialing into your ISP. It connects to your carriers network using GPRS and then passes that connection along - effectively allowing other devices to browse the internet over your phones connection.
How's that? :)

That makes sense.
I was under the impression that I dial into my ISP and my phone would act as a modem and allow me to use the internet through my air time (which happens to be free on weekends)
I mind as well set up a bluetooth internet connection from my PC to my phone to use the internet on my phone.

I used to do that years ago with my old - old Nokia 4150. I don't know that it can still be done today. I could be wrong. Hopefully someone here knows for sure. :)
