This <a href="http://www.wirelessfoundation.org/AMBER/carriers.cfm">page</a> lists all of the carriers currently in the program. If your carrier is there, then you want to head on over to the <a href="https://www.wirelessamberalerts.org/index.jsp">sign up page.</a> Unfortunately, I only see US based carriers, so it doesn't look like I can sign up.
