Looks like a nice little application for making skins. Even with the interface in French it probably wouldn't be too hard to figure out. If you give it try let us know what you think.
I just downloaded and installed this app, and it won't run on my system. As soon as I launch it, it goes to a 'send microsoft a report about this program' dialog box.
I run windows 64bit here, so someone with normal windows xp may want to try it, but it isn't looking good so far...
