Default Automatic configuration oa a Smartphone

I'm looking for a way to configure a Smartphone using a .CPF file. I've already created this file, but the thing is that the only 2 ways I've found for sending this file to the configuration manager is via e-mail or Pocket Internet Explorer.
This ain't useful for me because the content of the file I've created is precisely all these connection configures. Does anyone a way of downloading these type of files via activesync.
Iwould be very pleased if you could help me.
Greatings from Spain.
