GIF File Editors?

I've spent a little time searching the web for good sources of creative GIF files that are free for download/use, and have found many out there. Now I'm interested in a [free/cheap] SW package that can modify them (size, dimension, colors, etc.). Know of any good options?

Ulead's GIF Animator is probably one of the more popular apps available.

Thanks for the lead Stone, I'll give it a look :way to go:
I've also stumbled upon a free web-based tool that you can use to modify GIF files (versus creating new GIFs). It's pretty handy. You can find it at http://www.mediabuilder.com/tools.html
