There's ThemeBuilder. Note the lack of a GUI, but it does the job.

Have you got the Macromedia Flash plugin installed? If so, you can always use a stand-alone flash player such as PFlashP (which still requires the Flash plugin).

Thanks. I will try these out. I just noticed that PFlashP costs $7. I guess there isn't a freeware out there? I thought I saw it once...

You may be thinking of Pocket Spark, but it's archaic. The best (current) freeware solution is the default Macromedia Flash plugin, but of course, that relies on the Flash files being embedded in HTML.
