You could try this:
First make sure you have the "New" menu enabled and enable Notes on the New menu. Do this by:
1-Select Start-Settings-Menus
2-On the New Menu tab check the "Turn on New button menu"
3- Make sure that Notes is selected as one of the items to appear on the New menu
With the New menu enabled you can select Notes and it will open a new blank note as opposed to just opening the Notes app.
