That's not a Pocket PC. It's a Sharp Zaurus SL-C series running Linux.

If you Google Search a "Sharp Zaurus", you'll find some links to online stores at the top of the page. Unfortunately, most don't have any stock. You can also try eBay.

They're also Japanese language only, but you can get converted English versions from Dynamism.com. Sweet stuff, but expensive.

If you think you could do without support then you could buy from places like www.pricejapan.com and save yourself a fair bit of money.

Don't worry about it being a Japanese version, just go to www.oesf.org to get info on the various "roms" (distros) that are available, choose one and flash away.
