Very simple reason - Internet Explorer uses a cache (just like it's desktop equivalent). This speeds up browsing for pages you've visited before, or for pages within a website that uses similar elements (images for instance).
Two ways around this, if you're sure you don't want PIE to use a cache:
1. You can get a tweak program like Tweaks2k2 or Memmaid and reduce the storage set aside for cache to the minimum possible (you can't turn it off).
2. Or if you're handy with a registry editor, you can directly change the cache storage there (not for the faint of heart)!
