Is the warranty for the HP iPAQ hx4705 worldwide?

Worldwide warranty doesn't necessarily mean you'll be able to have free seervice in any country. Unfortunately, it always depends on the given country. Therefore, you should ask your local HP office whether the worldwide warranty can be used in your home country too before buying the product.

A lot of warranties are region specific - e.g. US / Asia Pacific / Europe, etc.

My current Pocket PC is about 18 months old. It does have a worldwide warranty even though it was purchased in the Asia Pacific region. However, circumstances may have changed since then. Also, with respect to a worldwide warranty, you are only covered in countries where warranty services can be offered. Your best bet would be to contact HP as Fishie has suggested - they would be more aware of what constitutes validity of services with respect to your country of interest, and also, whether it's a worldwide warranty.
