Hi. Try this.
Delete the partnership with your device. Uninstall Active sync 4.5
Download Active sync 4.2 from Microsoft's download page.
Install active sync 4.2.
After installation connect your device and create a new partnership. After the partnership is created your device should sync with your computer.

Let us know if this works.

Personally I have never had any trouble establishing a connection or syncing my devices. If you follow the instructions to the LETTER it should work first time every time.

If this does not work Try Chis De Herrera's web site PocketPCFaq.com

hp Ipaq 3630, 3970, 4150, 5550 and 5965 Travel Companion.

FYI, the delete partnership, uninstall AS 4.5 (not beta) and install AS 4.2 worked for me, at least so far. I have previously gotten AS 4.5 to sync, but at some point thereafter, usually the next time i try to sync, but somewhere b/t the next attempt or the 5th, I run into the non-sync problem. So, i've yet to test this solution with subsequent sync attempts. I'll post later.

Please note that my device is a Cingular 8525 running WM5, and is not an HP iPaq pocket pc.
