Cingular (or any other provider for that matter) would charge you for any airtime used. For data, depending on your plan, you can be charged per kilobyte transferred. Not sure how much data is transferred with Fizz Traveller but with your email, if you are getting several megabytes of email a day, then you would be transferring several megabytes of data to your phone.
If your data plan included "unlimited" data transfer then the cost would just be a monthly fee to your mobile service provider.
If your data plan is "limited" allowing you only so much data transfer per billing period then charging you additional fees for data use beyond your contracted data allotment, then if you exceed your data allotment, you would see additional charges on your bill.
Also, if you are roaming, even if you have an "unlimited" data plan, you may be charged for data usage.
I personally have the unlimited data plan through T-Mobile so I don't need to worry about data overages, except when I am roaming.
