I don't know for sure, but the answer is probably yes, just put the SIM in.
I currently have an O2 locked Phone Edition device from O2 UK. Although it won't work with SIMs from other UK networks, it works fine with a pay as you go SIM from O2 Germany. When I looked at the Compacts I asked T-Mobile if a T-Mobile locked Compact would work with a T-Mobile Germany SIM, and they said yes. So there's a good chance T-Mobile US woud work as well.
Don't envy you the job of getting one to the US though. They are currently only available with T-Mobile contracts and for UK ones that means a UK address and bank account, with evidence of address from utility bills required. Might be distinctly easier to buy a SIM free one anyway - if they exist.
