I don't know for sure, but the answer is probably yes, just put the SIM in.

I currently have an O2 locked Phone Edition device from O2 UK. Although it won't work with SIMs from other UK networks, it works fine with a pay as you go SIM from O2 Germany. When I looked at the Compacts I asked T-Mobile if a T-Mobile locked Compact would work with a T-Mobile Germany SIM, and they said yes. So there's a good chance T-Mobile US woud work as well.

Don't envy you the job of getting one to the US though. They are currently only available with T-Mobile contracts and for UK ones that means a UK address and bank account, with evidence of address from utility bills required. Might be distinctly easier to buy a SIM free one anyway - if they exist.

Can you unlock a locked phone? The cheapest they have in the US is $612 unlocked.

For phones bought in UK, the charge from the networks to unlock is £15, but normally they won't do it until the minimum contract has expired (usually 12 months).

It's possible to get other people to unlock phones, but until very recently the answer for an MDA Compact was not yet. Now MIGsoft UK Ltd. have developed a SIM Unlock process for HTC Blue Angel and Magician based devices.

Currently, only MoDaCo Plus members can access the service, but it will be made available to everyone in one weeks time. The cost to unlock will be £20 GBP and payment via PayPal is required.

I haven't tried this, so I'm not in any way recommending them.

You can get a pretty cheap unlocked MDA mini in the US for $619 online, from a very recommended "garage" seller.
