Uh-oh. This is a problem. You have, in essence, a prerelease 3765 (whether or not it actually is). I wouldn't be surprised if the internal P/N of the board is the same as the 3670's, and that's why the ROM may have gotten messed up.
I take it you didn't keep a copy of the ROM update. Finding a senior level tech person who would know nowadays, after the merger, about the existence of such an update may be difficult. I'd consider writing a letter to executive people at HP, but I'm not sure how far you'll get. Honestly, I think your best bet is to argue for another new 3765 mainboard that has the proper OS.
If none of the above works, you might want to contact a third-party like Pocket PC Techs and see if they can do something for you.

Like I said, there may be a reason your unit got mixed up with 36xx devices. But yes, it sucks.
