Shows it running CE.net. Isn't that OS just for the HPC form factor?

I've never seen that scaled down to run in the 320x240 res.

No. CE.net is a general OS for embedded systems. It is even used in BMW cars (the board computer). They probaly built their own GUI on top of it. Microsoft does this as well for the handheld line, and calls it "PocketPC".
