I'm not sure about the other carriers, but during my time working for Cingular we sold an incredible amount of applications OTA via peoples handsets. Granted these weren't smartphones applications but just your average Java applet application that can be purchased from the carriers mobile store where the average application costs $4.99.
It is not that there is not a market for mobile phone applications, in fact I believe the market is a whole lot larger than people think. I think the main hurdle with mobile phone applications, especially for Windows Mobile, is that a lot of these developers charge upwards to $15-$25 for these applications that in reality will probably only be used a handful of times. If mobile application developers started charging reasonable prices for their applications they would sell a lot more. It probably wouldn't hurt to get these applications integrated into the carriers mobile application stores as well.
